MiDA Advisors is pleased to welcome Stéphane Le Bouder as Partner and Chief Operations Officer (COO). In his role as COO, Mr. Le Bouder will support the design, implementation, and execution of business strategies focused on expanding the business across new client relationships, business sectors, and regions.

MiDA Advisors is pleased to welcome Stéphane Le Bouder as Partner and Chief Operations Officer (COO). In his role as COO, Mr. Le Bouder will oversee the day-to-day operational functions of the business, and support the design and implementation of business strategies focused on expanding the business across client relationships, business sectors, and regions.

Mr. Le Bouder joins MiDA Advisors from the U.S. House of Representatives, where he served as Deputy Staff Director of the House Foreign Affairs Committee (HFAC), under Chairman Gregory W. Meeks of New York. He oversaw committee operations and worked to advance the vision of the Chairman across the Committee’s jurisdiction, including the State Department, U.S. Agency for International Development (USAID), the Peace Corps, Millennium Challenge Corporation, U.S. International Development Finance Corporation, and other U.S. development agencies. Prior to joining HFAC, he was Staff Director of the Financial Institutions and Consumer Protection Subcommittee of the House of Financial Services Committee, responsible for oversight of bank regulators, and author of key legislation on minority banks, and other policy initiatives that addressed discrimination in banking and the underbanked.

Mr. Le Bouder’s prior experience include being Managing Director of AFIG Funds, a leading African private equity fund manager based in Dakar, Senegal. At AFIG Funds, he was a member of the Investment Committee, and played a leadership role in investing, portfolio company management, exits, and investor relations.

Mr. Le Bouder has also served as Deputy Assistant Secretary for International Affairs at the U.S. Treasury Department, where he worked with senior Treasury and White House officials to advance the Obama Administration’s international financial and development agenda, and as Staff Director of the International Monetary Policy Subcommittee of the House Financial Services Committee, where he led debt forgiveness for Haiti, recapitalization of the multilateral development banks, and was a senior drafter of the landmark Dodd-Frank Wall Street Reform Act.

Mr. Le Bouder holds a BA and MA in Economics from McGill University, and an MBA from Harvard Business School. He is a native of the Central African Republic and holds both French and American citizenship.
